Seules les autorités compétentes, qui gèrent les agréments de type des moteurs EMNR, peuvent soumettre une demande au secrétariat du CESNI pour l’ajout d’un nouveau type de moteur à la liste CESNI. Les constructeurs de moteurs ou les fournisseurs agissant au nom du constructeur de moteurs doivent soumettre les données pertinentes à l'autorité compétente avec la demande d'ajout d'un type de moteur à la liste CESNI.
